LIST OF TOPICS TO BE DISCUSSED

  • Review and approval on minutes of 11/05 and amended 10/15 meetings.
  • JWA meeting preparation;
  • RC to send to Margot Jones questions and establish schedule for visit. Complete
  • RC and Dennis Moore to visit JWA for discussions, date tbd
  • RC to invite JB TK & MP to JWA meeting.
  • Review information from Chief Bennet on Townsend facility and his proposed modifications to the JWA plan and other facilities he has knowledge of that could help our understand of solutions developed and implemented by other towns.
  • Review and approve next round of question and answers
  • Opportunity for public questions and input.
Action items:
  • RM & NC, to compile lists of questions and answers. To be reviewed at regular meetings and then posted, ongoing
  • RM to follow up with Morton Buildings for additional information on similar facilities, costs and processes.
  • JB to collect info on Townsend and Brookline NH stations and lessons learned
  • BR & TO, please collect information on the process and requirements to secure State Bond Bill funds.
  • NN how to pursue a add on for the JWA contract for cost analysis of the refined minimum building and options.

  • What is JWA’s experience with other projects which have required multiple cycles of revision and re-voting to ultimately secure approval; Any words of wisdom?
  • What insight can JWA share about the process of securing money from a State Bond bill? Examples?
  • What is JWA’s thoughts on “Design/Build” process in place of the standard municipal process of separate design, then separate for building for municipal buildings? How could this be utilized for the State Bond Bill funding?
  • What building uses and requirements are likely to create needs for updates in the next 25-50 years? Which could be planned in now at a modest cost?
  • Are there less expensive building materials, techniques or methodologies which could be used to bring down the cost?
  • What should be done as part of the design which is low incremental cost now with significant benefit and or much higher costs in the future, such as higher than code minimum levels of insulation or HVAC system design?
  • Was phasing of the fire and police areas within the public safety facility considered?~ What are the pros and cons of phasing vs doing together?
  • What drives the costs of construction, particularly for a truck bay?
  • Could other activities be incorporated into or excluded from this facility?
  • If we were to expand the training rooms, could they serve as community meeting rooms for example?
  • Could the training room or other function(s) be incorporated into either Station #2 or other Town facilities allowing a reduction in space and cost?
  • Could the EOC function remain at Thomas Prince School rather than being moved to the new building?
  • We are looking to refine the previous conceptual designs into a “Minimum Facility” with options;
  • Upgrade the new façade to incorporate design elements of the original school building
  • Incorporate the façade of the original building
  • Incorporate the original 4 classrooms into the new design.
  • What would it cost to have JWA update the conceptual design with these options, elevations, floor plans and construction cost estimates in preparation for future voting? Attached is a sketch of the type of information we would like.
  • Questions submitted to the Committee:
  • Is there a way, given the Bagg Hall renovation was not approved, that we can incorporate meeting space in this new building?~ I understand concerns about emergency vehicles and pedestrians - but we deal with that now at the present location.~ We have lost a community center that was serving multiple groups, and it would be great to be able to incorporate that function into the new safety building.
  • Given the urgent need for Fire & EMS, could we stage them first, with the Police at a later time? This is being evaluated.
  • What is the status of well & septic systems? Have they been inspected? Work which may be required? No they have not been inspected. For the new construction, the septic system will have to meet Title V requirements for the proposed use. We are working with the appropriate people to have an analysis of the septic system conducted
  • How does this project fit into the other town projects and expenses going forward? This is being addressed with the Selectboard.
  • What is the time limit for the State Bond Bill? The funds can be accessed for 5 years from when the bill was signed in June 2018.
